The Institute of Financial Studies is pleased to invite you to the European Financial Services Conference ECFS2021 Challenges of the new decade in the financial services sector, 5th edition, on March 11, 2021, online.
Data management in rapidly implemented digital processes has become crucial due to the pandemic risk. Data is the foundation of knowledge in the field of financial services - data allow financial service providers and decision-makers to make informed decisions about the allocation of resources, taking into account legislation adapted to the new conditions of activity. Many notable efforts are being made to develop diverse and robust databases to better inform the decision-making process, but despite much progress in the field, the evidence suggests that we are not yet there. Cyber risks, big data, attempted fraud, lack of basic financial knowledge of consumers have become significant exposures in the work of financial service providers and, at the same time, key points in their strategy and immediate action plans. The conference aims to be a forum for debate on digitalisation, innovation in financial services, the practical application of the latest legislation, but also to add an economic and managerial perspective on financial realities, bringing together finance professionals, theorists and practitioners, alike.

Publication of communications
The presentations of the scientific papers (in .pdf or .ppt format) that will be held on the occasion of this event will be sent until March 10, 2021 to the address: evenimente@isf.ro. The selected articles will be published in the Journal of Financial Studies no. 10/2021. For the introduction of these works in the review process, the final version will be sent in English according to the technical editing requirements until March 31, 2021 by email, to the address: revista@isf.ro

Valentin IONESCU President ISF |
Valentin IONESCU- President of the Institute of Financial Studies and General Director of the General Insurance Directorate within ASF. He worked for 18 years in various private companies in the country and abroad, in the field of capital market investments. He held the position of Director of the Strategy and Financial Stability Department within ASF. He also held the position of Director of the Integrated Supervision Department (2013 - 2014) and of Director of the Insurance Regulatory Authorization Department (2017-2019). The professional activity also includes positions such as General Manager of the Bucharest Stock Exchange, Member of the Board of Directors at Sibex, SIF Moldova (2012 - 2013) and Chairman of the Board of the Central Depository, but also international experience - Euro Invest Bank Gmbh Austria (Head of Sales, 2009 - 2010) and Wood & Co Czech Republic (Senior Sales Trader, 2007-2009). Mr. Valentin Ionescu graduated from the Academy of Economic Studies, Faculty of Commerce, has an MBA from CNAM Paris, a Master in Business Development from ASE and a Diploma in Finance from George Town University US. He is an active member of various ESMA and EIOPA committees. Participates as a guest at CNSM meetings. He graduated from the Aspen Institute, and attended the Financial Sector Surveillance and External Vulnerabilities and Early Warning Exercise courses at the Joint Vienna Institute. He has published articles and opinions in various publications in the country and abroad and has been interviewed by Bloomberg on several occasions.

Ștefan Daniel ARMEANU |
Ștefan Daniel ARMEANU is the Vice President of the Financial Supervision Authority (ASF), responsible for the Private Pensions Sector, since November 2018. Previously, starting with November 2014, he held the position of non-executive member of the ASF Council. With over 20 years of experience in the field of economic university education, Mr. Armeanu is currently a doctoral professor at the Faculty of Finance, Insurance, Banking and Stock Exchanges within the Academy of Economic Studies (ASE) in Bucharest. Since 1998, he has been a trainer, assistant, doctoral lecturer and associate professor doctor at ASE, but also associate professor at the Romanian Banking Institute and doctoral professor at the Faculty of Administration and Business at the University of Bucharest. Between 2007 and 2013, he was an actuary in two insurance companies in Romania. Mr. Ștefan Daniel Armeanu is a doctor and PhD supervisor in Finance-Insurance of the Academy of Economic Studies. He is a graduate of the Faculty of Finance, Insurance, Banking and Stock Exchanges (ASE) and the Faculty of Mathematics (University of Bucharest), but also of two master's programs. He is a member of the National Center of Excellence in Comparative Management Studies within the Faculty of Management (ASE), was a founding member of the Financial-Monetary Research Center of the Faculty of Finance (ASE) and laureate of the Professor Bologna Gala. Since 2009, Mr. Armeanu is present in the Top 5% authors in Romania, made by ROPEC, being the author or co-author of over 15 books, but also of numerous articles and specialized studies.

Nicolae ISTUDOR |
Nicolae ISTUDOR - Rector of the Academy of Economic Studies in Bucharest (2016 - present), doctoral professor at the Department of Agri-Food and Environmental Economics, Academy of Economic Studies in Bucharest. He went through all the stages of teaching, research and management that contributed to his career. Nicolae Istudor has a rich publishing activity, being the author of numerous books and specialized articles, as well as a member of 38 national and international research projects. Nicolae Istudor has a vast managerial experience gained in management positions in ASE, in the Association of Romanian Faculties of Economics, as well as in Advisory Councils of the Ministry of Education, such as: Secretary General of CNATDCU, Vice President of the National Council of the Rectors, the president of the Commission of Economic Sciences within CNATDCU, vice-president of the National Council for the Financing of Higher Education, representative within the National Commission for substantiating the National Plan for the adoption of the euro, etc.

Bogdan MURGESCU
|
Bogdan Murgescu is a professor at the Faculty of History and vice-rector of the University of Bucharest, responsible for Budgeting and Human Resources. A graduate in history-philosophy (1986) and a doctorate in history (1995), he was a Roman Herzog fellow of the Alexander von Humboldt Foundation at the Freie Universität Berlin in Germany (1998-2000) and a visiting professor at the University of Pittsburgh (2002) and Central European University, Budapest (2004). He has participated in numerous international and national research and civic projects. Since 2017 he is a member of the Research Council of the European University Institute (Florence), and in 2020 he was elected a member of the European Academy. His best known book, multiple awarded and cited, is Romania and Europe. Accumulation of economic gaps (1500-2010) (Iaşi, Polirom, 2010). He served two terms as president of the Romanian Society of Historical Sciences (2011-2019), and is currently its honorary president. In 2013-2020 he coordinated the doctoral schools of the University of Bucharest. As Vice President of the National Council for the Financing of Higher Education (2011-2015), he initiated and coordinated the publication of annual public reports on the financing of higher education for the years 2012, 2013 and 2014; in 2015-2016 he was advisor for higher education of ministers Adrian Curaj and Mircea Dumitru, and since December 2016 he is the president of the National Council of Statistics and Prognosis of Higher Education.

Mihaela ONOFREI |
Mihaela Onofrei is Vice Rector of the "Alexandru Ioan Cuza" University of Iasi, Professor at the Faculty of Economics and Business Administration (FEAA) and PhD supervisor in Finance. He has published 26 books (of which 7 as sole author), 118 articles and studies published in specialized journals (of which 26 scientific articles published in extenso in journals of web of science with impact factor), 120 scientific papers domestic and international conferences, 29 research projects / European funds / Institutional Development Fund (of which 6 as project manager). He has contributed to the establishment of numerous study programs in finance and public administration at the level of the Faculty of Economics and Business Administration. His area of expertise is Corporate Governance, Financial Management and Public Administration. He was a member of the National Commission for substantiating the National Plan for the adoption of the euro (National Commission), established by GEO no. 24/2018. He is a member of the National Council for Financing Higher Education, according to Order no. 3915/7 June 2018 amending the Order of the Minister of Education and Scientific Research no. 423/2015, published in the Official Gazette no. 514 / 22.06.2018. He is a member of the National Council for Attestation of University Degrees, Diplomas and Certificates (CNATDCU), Sociology, Political and Administrative Sciences Commission, administrative sciences expert, period 2011-2012, according to the Order of the Minister of Education and Research no. 4089 / 20.04.2011, respectively 2016-2020 according to OMENCS no.4106 / 2016. He is currently vice-president of the Commission on Sociology, Political and Administrative Sciences (term 2020-2024), http://www.cnatdcu.ro/paneluri-cnatdcu/. Alexandra SMEDOIU, CFA

Alexandra SMEDOIU is a Partner within Deloitte Romania and the Leader for the Real Estate Industry within Deloitte Romania. In parallel, Ms. Alexandra Smedoiu leads the practice of tax services in the field of direct taxes within Deloitte Romania. Alexandra specializes in tax consulting for both multinational companies and local entrepreneurs, as well as in international tax structures. Alexandra holds a bachelor's degree in International Economic Relations and a master's degree in International Project Management. Alexandra is pursuing doctoral studies in the field of fiscal policies at the Academy of Economic Studies in Bucharest. Alexandra frequently participates as a speaker at various business events, has written numerous articles and opinions in the local press and has been a lecturer in courses on taxation.
